Issue: Overriding Product Properties of Product Family does not allow publishing the entire hierarchy once the product is overridden on Product level. 

Repro Steps:

• Create a new product family


• Create a new product and add that product into the family


• Add a product properties of product family


• we see the same property in the product as well


• Revise the Product.


• Now to edit and override the product property from product and it allows us to edit and publish the product


• However if we try to override the property in the product family level it does not allow us to publish as the override has been done on the product level.

Ask: Once we override the product family, it should allow us to edit existing product properties fields which have not been overridden in the Product and publish the entire hierarchy.
